The forum "From Surviving to Thriving" held last 21 March 2025, brought together local government representatives, national agency officials, and academic experts to discuss practical strategies for building community resilience through innovation and collaboration.
Dr Emma E Porio, Professor Emeritus at Ateneo de Manila University and Principal Investigator of Coastal Cities at Risk in the Philippines (CCARPH), emphasized the importance of partnerships and local knowledge in designing effective, long-term solutions to climate and disaster risks. Her presentation drew from years of community-based research and engagement with local stakeholders.
Local leaders shared concrete examples of how partnerships have led to breakthrough initiatives. Among them were Mayor Benjamin Magalong of Baguio City, Mayor Lucy Torres-Gomez of Ormoc, and City Administrator Atty Roy Hilario Raagas of Cagayan de Oro, along with representatives from Iloilo, Naga, Mandaue, and Tiwi. Their stories showcased bold leadership, data-driven planning, and inclusive governance as key to long-term resilience.
The panel was moderated by Engr Dexter S Lo and Dr Clement C. Composano. Reactors included Usec Marlo Iringan (DILG), Usec Marilou Erni (DENR), Dr Rosa T Perez, and Dr Porio, who reflected on how these local examples can guide broader efforts to support resilient development.
