Campus Bicycle Use Guidelines

30 May 2018 | Campus Safety and Mobility Office

Sustainable Cities and Communities
Partnerships for the Goals

In line with the University’s aim to foster a safe environment for bicyclists, pedestrians, and motorists on campus, the ADMU Bicycle Use Guidelines shall be observed to ensure that bicyclists are abiding by the appropriate rules on campus.

BICYCLE SAFETY

Ateneo De Manila University strongly encourages the use of bicycles as a mode of transportation on campus.  However, considering the high volume of motorized vehicles and pedestrians on campus, it is important that bicyclists observe safety and obey campus traffic rules.

As a general traffic rule, motorized vehicles shall give right of way to bicycles and pedestrians.  Likewise, bicycles shall yield to pedestrians.

To avoid accidents, it is important that bicyclists be aware of other motorized vehicles, bicycles and pedestrians around them.  Hand signals for turning should be correctly observed and bicyclists should be alert to foresee possible obstructions or pedestrians crossing.

Bicyclists are responsible for the condition of their bicycles.  They should check regularly that their bicycles are fully operational and ensure their regular maintenance.  This is especially important for breaks and lights.

The CSMO encourages bicyclists to follow these safety guidelines:

  1. Always wear a helmet when riding a bicycle.
  2. Keep your bicycle in good operating condition.
  3. Check tires and brakes before riding a bicycle.
  4. Check that your bicycle fits you. Adjust seat height and stem length if needed.
  5. Make it a habit to use hand signals when turning or stopping.
  6. Take precaution and slow down when approaching, passing or turning at an intersection, pedestrian crossing or end of bike lane.
  7. Even if campus safety rules require vehicles to give way to bicycles, always be alert for reckless vehicle drivers.
  8. Anticipate when a reckless vehicle driver in front will turn and cross your lane, or stop and open a car door on the side of the bike lane.
  9. Always ride with your two hands on the handle bar and fingers resting on the brake levers for quick engagement of brakes when necessary.
  10. Stay within the width of the bike lane and practice defensive road safety when cycling.

BICYCLE LANES

Bicycles shall only be ridden on the following areas on campus.

Bike Lanes

Bicyclists shall walk their bicycle at all other places not mentioned below:

  1. Marked uni-directional bicycle lanes along campus roads.
  2. Designated Shared-use Paths along campus common area path walks (for counter-flow use only):
    1. Sidewalk along Masterson Drive from BEG corner AGS Faculty parking to Masterson corner University Drive (Ocampo Football Field side)
    2. Sidewalk fronting Church of the  Gesu (Bellarmine Field side)
    3. All pedestrian crossings and yellow boxes

  1. Designated Shared-use Paths within areas of School Units (as determined by each unit in coordination with CSMO)
    1. Ateneo Grade School
      • none (bicyclists shall dismount along the bike lane between BEG and AGS, then cross pedestrian walk towards AGS)
    2. Ateneo High School
      • none (bicyclists shall dismount along the AHS inner driveway)
    3. Ateneo Loyola Schools:
      • College Brick Road along the side of  the white bollard from University Road-side entrance to PIPAC
      • Gonzaga Parking area from Masterson entrance to PIPAC
      • Brick pathwalk between Faura and Dela Costa Halls
      • Paseo de Reilly
      • Path walk from pedestrian Gate 3.5 to bike lane in front of Leong Hall
    4. Campus Security Bike Patrols may operate on all University  path walks for routine patrol duties.

The following are the more specific guidelines regarding the use of the campus bike lanes:

  1. Campus roads with marked bike lanes are shared roadways. Vehicles shall give way to bicycles along these shared roadways.
  2. Bicyclists shall observe a maximum speed limit of 20 kph and follow traffic rules along the campus road network when using bicycle lanes.
  3. The campus bike lanes are designed to be used as single lanes. Bicyclists shall ride only within the width of the bike lane while observing a minimum distance of at least one bike-length from the bicycle in front.
  4. A bicyclist may overtake a slow-moving bicycle in front by riding outside the bike lane, provided there is no approaching vehicle from the rear and a courtesy audible signal is given to the bicyclist in front before passing with caution (i.e., use of a bell, or call aloud: “bike passing on your left” or “bike left”). The passing bicyclist shall return back to the bike lane as soon as it is one bike-length distance ahead.
  5. Bicycles used on campus from 5:30pm-5:30am are required to be equipped with a red reflector mounted on the rear of the bicycle which is visible at a distance of up to 500 feet and a headlamp in front, also visible at a distance of 500 feet. An amber reflector on each side of the bicycle and a red blinking light on the rear may be added for better bicycle visibility.
  6. Bicycles shall only be ridden by a single cyclist; the number of passengers it was designed to accommodate.
  7. Pedestrians shall not walk along bike lanes except along pedestrian crossings where they have to cross the width of the bike lane. Bicyclists shall give way to crossing pedestrians.
  8. Mopeds are considered and treated as bicycles when operated with pedals.  Thus, they shall follow campus bike rules and are required to use the bike lanes.
  9. Mopeds are considered and treated as motorized vehicles when operated with their engines.  At these times, they are considered as motorcycles, and shall follow campus motorized vehicle rules and are required to use vehicle lanes.
  10. Motorcycles shall be operated along vehicle lanes.
  11. Electric bicycles or e-bikes and segway shall be operated along bike lanes.
  12. Bicyclists are not allowed to use headphones or earphones while bicycling.  In addition, use of cellphones is not allowed.

BICYCLE PARKING

Bicycles shall be parked at places clearly designated by the presence of bicycle racks. In the event of a bicycle rack is being full, the bicycle may be parked near the rack in the general vicinity provided it does not impede pedestrian traffic.

University School and Service Units shall provide bicycle racks for bicyclists in their units. Additional bicycle racks shall be provided by the unit for their visitor’s use.

For additional information on parking rules and regulations, please refer to the Bicycle Parking Guidelines.
