Description
The Ateneo School of Government is the public sector arm of the Ateneo de Manila University whose long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between the classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private and community organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.
Tasks and Functions
The Academic Program Officer (APO) is responsible for managing and administering the academic programs within the School, including the coordination of day-to-day activities related to these programs. This includes but is not limited to mentoring programs, service learning activities, and enrichment events.
The APO will ensure the efficient operation of teaching and learning activities for assigned cohorts, oversee faculty evaluations, student examinations, and results, and support all student administration and academic services within the School.
Specifically, the Academic Program Officer will focus on the following:
1. Mentoring Program. Assist in the development and implementation of the psycho-emotional support program for students, that includes but not limited to:
- Conceptualize, design, and implement the ASoG Mentoring Program for Doctors to the Barrios, including specific session syllabi that other mentors will use to guide them in the conduct of mentoring sessions;
- Develop the terms of reference for core mentors and mentors;
- Ensure that the materials, content, assessment tools, and methodology are cohesive and meet the program goals and objectives;
- Evaluate and refine the original design in response to feedback and emerging realizations from the rollout;
- Manage documents, and knowledge management products via Canvas and email: outputs of mentees, mentors, and mentoring programs;
- Manage schedules: reminders, setting up meetings and events, ensuring there is technical and admin support for meetings and events; creating and updating the calendar of events and deliverables for core mentors and mentors;
- Manage activity preparations, implementation, and post-activity documentation;
- Manage support for communications: providing updates, announcements, setting up and;
- Maintain chat groups and Google Drive for documents;
- Process the payments of the Lead Mentor, Core Mentors, and Mentors;
2. Course and Faculty Evaluation. Oversees the implementation, management, and analysis of course and faculty evaluation processes across the institution, including but not limited to:
- Develop, implement and maintain a comprehensive course and faculty evaluation system;
- Ensure the evaluation system aligns with institutional policies and accreditation requirements;
- Regularly review and update the evaluation instruments to reflect best practices in assessment;
- Coordinate the timely deployment of course and faculty evaluations each semester;
- Manage the online evaluation platform, ensuring accessibility and user-friendliness;
- Troubleshoot technical issues related to the evaluation process;
- Oversee the collection of evaluation data, ensuring high response rates;
- Analyze evaluation results using appropriate statistical methods;
- Prepare a comprehensive reports on evaluation findings for various stakeholders;
- Develop and implement strategies to increase student participation in evaluations;
- Collaborate with the head of the Academic Program to develop action plans based on evaluation results;
- Recommend improvements to the evaluation process based on feedback and best practices.
3. Comprehensive Examination. Responsible for overseeing the planning, deploying, and evaluating the Comprehensive Examination, including but not limited to:
- Collaborate with the Committee Head to establish examination objectives and content areas;
- Coordinate the development and review of examination questions and materials;
- Ensure alignment of examination content with curriculum and program outcomes;
- Schedule examination dates, times, and venues;
- Arrange for necessary resources, including proctors, technology, materials, and checkers;
- Manage the registration process for eligible candidates;
- Address any issues or concerns that arise during the examination process
- Serve as the primary point of contact for faculty, students, and staff regarding the Comprehensive Examination;
- Develop and disseminate information materials about the examination process;
- Provide guidance and support to students preparing for the examination;
- Perform such other functions as may be assigned by the Head of the Academic Program and the Committee Head similar to and/or related to the functions enumerated above.
4. Class-related tasks. Contract negotiation on class venues
- Assess venue requirements based on class schedules, expected attendance, and specific needs (e.g., equipment, accessibility);
- Research and identify potential venues that meet the organization's criteria;
- Initiate and lead in negotiations with venue representatives to secure favorable terms and pricing;
- Analyze proposed contracts, identifying areas for negotiation, and potential risks;
- Finalize and execute venue contracts within authorized limits;
- Coordinate with the University Legal Office and University Data Protection Office for contract review;
- Serve as the primary point of contact for all venue-related matters pre and post-contract signing;
5. Contracts of Faculty and Teaching Associates
- Draft, review, and finalize employment contracts for Faculty and Teaching Associates;
- Collaborate with department heads to determine updated contract terms and conditions;
- Serve as the primary point of contact for Faculty and Teaching Associates regarding contract-related matters;
- Process the initial and final payments of Faculty and Teaching Associates;
6. Enrichment Program
- Manage the end-to-end planning, and execution of the event. This includes budget management, logistics coordination, participant engagement, and overall event oversight;
- Develop a comprehensive program structure, including timeline, budget, and deliverables;
- Oversee venue selection, setup, and management;
- Manage event registration and participant communication;
- Perform such other functions as may be assigned by the Head of the Academic Program and the Program Director similar to and /or related to the functions enumerated above.
7. Other Responsibilities
- Attend all ASoG staff meetings, including project and research meetings as required for synergy and complementarity;
- Perform such other functions as may be assigned by the Academic Program Head, similar to, and related to the functions enumerated above.
Description of Education, Competence and Experience Required
- Bachelor's degree in Education or any Education-related field; Masteral units an advantage;
- At least 5 years of work experience;
- Strong analytical skills and appreciation of public management/governance;
- Graphics presentation skills is an advantage;
- Self-management, as evidenced by the ability to deliver outputs with minimum supervision;
- Excellent English communication skills, oral and written;
- Excellent organizational skills and ability to work in a team.
