I. Brief Description
The Ateneo School of Government (ASOG) is the public sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute in building a prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.
II. Scope of Work
The Ateneo Policy Center, under its Tobacco Control and Governance Program, is seeking a detail-oriented and organized Administrative and Finance Officer to support the implementation of its program activities. In particular, the Administrative and Finance Officer is expected to lead the overall administrative and financial operations relating to the program. This role will ensure efficient administrative and financial management to advance tobacco prevention and control efforts in the country.
The Administrative and Finance Officer is expected to:
- Ensure financial transactions comply with APC-ASOG, ADMU, and funder policies by leading the preparation, monitoring, and management of finance-related documents, budgets, payments, procurement, and records.
- Lead the preparation and timely submission of administrative and financial reports required by APC-ASOG, ADMU, and the project funder.
- Manage procurement, travel, HR-related concerns, and logistical arrangements for meetings, consultations, and training sessions.
- Prepare and submit financial and administrative reports.
- Maintain an organized filing system for records and ensure accessibility for audits.
- Coordinate with internal and external partners to align financial and administrative guidelines.
- Implement adequate control and monitoring mechanisms to ensure that all administrative and financial transactions comply with the rules, regulations, policies, and processes of APC-ASOG, ADMU, and the project’s funder.
- Assist the Project Management Team with operational tasks and other duties as needed.
III. Qualifications
Applicants for the Administrative and Finance Officer must have the following qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration, or related fields.
- At least 3 years of experience in finance and administrative roles, preferably in non-profit, research, or public health projects.
- Strong analytical, organizational, and problem-solving skills.
- Proficiency in Microsoft Office (Excel, Word) and accounting software.
- Experience working with grants, policy research projects, or tobacco control initiatives is an advantage.
