I. Brief Description
The Ateneo School of Government is the public policy academic arm of Ateneo de Manila University. Its long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. Through its research and extension programs, and its work with public, private and civil society organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.
The Political Participation for Greater Electoral Integrity (PARTICIPATE) is a five-year program implemented by ASOG in partnership with the La Salle Institute of Governance (LSIG), National Citizens’ Movement for Free Elections (NAMFREL), and Caucus of Development NGO Networks (CODE-NGO). PARTICIPATE aims to increase and enhance non-partisan political participation by the citizenry and civil society organizations in government-administered national and local electoral processes as an essential element of true democratic governance. It advances political participation in elections through three interrelated objectives: 1) bolster citizen oversight of electoral processes, 2) increase the availability and accessibility of information to promote informed voting, and 3) support constituency-building for electoral reforms.
II. Scope of Work
In coordination with the Information Specialist, the Advocacy and Communications Officer is expected to lead the planning, development, and implementation of the marketing, communications, and advocacy strategy of the Project.
In particular, the Advocacy and Communications Officer is expected to:
- Assist in the development of a strategic marketing, communications, and advocacy strategy of the project;
- Establish evaluation methods and monitor metrics for communication and policy engagements of the project;
- Provide overall technical and operational supervision to the project in developing online and offline content, including but not limited to websites, social media posts, press releases, policy briefs, flyers, etc., especially in support of policy engagements, activities, and events;
- Lead in the management of project websites and/or social media accounts;
- Assist in the development and expansion of network and engaging media, high-level partners, expert advisors, and other stakeholders for project visibility and the dissemination of project outputs;
- Prepare periodic reports, and other documentation requirements for internal and external reporting;
- Provide advice and expertise to the Project Management Team and the Ateneo Policy Center on a range of advocacy and communication issues, methods, and approaches; forestall and resolve issues and problems on communications, public relations, and advocacy;
- Attend all meetings, events, and functions as deemed necessary by the Project Management Team and the Ateneo Policy Center; and
- Perform other tasks and duties related to the function.
III. Qualifications
The qualifications for the Advocacy and Communications Officer position are as follows:
- Bachelor’s degree in communication, journalism, marketing or other related fields; having a Graduate degree is an advantage;
- At least five years of experience in communications and advocacy work;
- Extensive knowledge in multi-media content development, marketing, and production;
- Knowledge of graphic design;
- Ability for self-management as evidenced by efficient delivery of outputs and working independently with minimal supervision;
- Excellent communication skills both oral and written;
- Excellent interpersonal and organizational skills and ability to work in a team;
- With keen attention to detail; and
- Adept in using Microsoft Office as well as other relevant web and computer applications.
