The Ateneo School of Government is currently looking for qualified candidates for the following position: Senior Partnerships and Operations Officer II 

Summary of Work Activities and Responsibilities

Under the supervision of the Dean, the Senior Partnerships and Operations Officer II performs responsibilities related to resource mobilization activities/events, partnership building, and media relations and linkages to ensure the financial sustainability of the School of Government. Further, this position oversees the operations of the School.

Main Duties and Responsibilities

I. Resource Mobilization and Partnership Building

Assists the Dean in the development and implementation of resource mobilization, and partnership strategy and plan for the School.

  • Works closely with leadership team of the School in identifying funding gaps, prioritizing fundraising needs, setting fundraising targets, and creating resource mobilization strategies and events.

  • Assesses internal and external opportunities for resource mobilization and identification, and maps current and potential donors.

  • Scouts for and maintains issue-based partnerships and coalitions with the private and government sector, donors and partners, in coordination with the Dean.

  • Writes reports/proposals, and prepares and submits requirements for potential research, collaboration, and funding opportunities for the School.

  • Seeks out and identifies opportunities for resource mobilization with potential local and international partners.

Develops, implements, and evaluates an overall partnership relations and care strategy to foster and nurture the partnerships, emphasizing mutual benefits between the institutions.

  • Creates opportunities for partnerships, and formulates strategies to leverage on existing partnerships.

  • Meets with potential clients for business development and makes presentations, when necessary.

  • Oversees the negotiations and accomplishment of contractual agreements of the School with clients, service providers, and third- party agencies.

Establishes and manages information-tracking processes and databases related to partnerships and engagements.

II. Communication and Promotion

Plans, develops, and implements public relations and promotion strategies for the School, in coordination with the University Marketing and Communications Office (UMCO).

  • Leads the production of publicity materials, brochures, promotional videos etc. for the School with the intention of bringing in new leads.
  • Plans and organizes lead-generating activities and events for resource generation, press conference, etc.
    • Coordinates event details and logistical requirements with other parties/teams involved in the project.
  • Coordinates closely with UMCO to ensure compliance of all communication campaigns with University branding guidelines.
  • Recommends, implements, and manages approved comprehensive promotion and communication plans and promotion strategies, mindful of target audiences and engagement objectives.

Promotes the School’s objectives by coordinating with existing and potential partner institutions and continuously looking for untapped promotion opportunities that may be done.

Oversees the provision of information and content and ensures the regular and timely updating of the School’s website.

Researches and identifies communication trends, best practices, policies, procedures or new technology and assesses potential opportunities for integration into the School’s current practices.

III. Finance and Budget Management

Serves as the main budget custodian of the School in terms of budget preparation and consolidation, analyzing the financial state of the School vis- a-vis the projected revenues and expense.

  • Monitors actual school performance and fiscal health against the approved budget and conducts variance analysis, and financial projections.
  • Reviews financial reports and ensures that they are reflective of the school’s plans.
  • Monitors and controls budget disbursements.
  • Prepares, presents, implements, and monitors the School’s annual budget with the Dean.

Oversees the submission of financial documents and requirements to the Central Accounting Office (CAO).

  • Reviews and checks financial documents prepared by the ASoG team.
  • Reviews and checks petty cash replenishment and requests for payments.

Reviews cost structures and costings for projects and special requirements; and develops pricing strategies for the School.

V. School Management Support

Keeps abreast with trends and changes happening in and outside the University and determines how it affects the School’s plans and operations.

Coordinates with various offices and external stakeholders for the achievement of the Office of the Dean’s mandates.

  • Where appropriate, conducts initial reviews of documents submitted to the Dean, ensuring that all documents submitted are adequately supported, and makes necessary recommendations.
  • Assists in preparing templates, infographics, presentation materials, based on the content provided by the Dean.
  • Drafts the necessary communications and guidelines, and collaborates with stakeholders on behalf of the Dean

Monitors the achievement of the School’s goals, projects and KPIs, keeping track of the deliverables, timelines, agreements, including possible sustainability measures.

  • Assists the Dean in developing, designing, coordinating, and monitoring programs and initiatives geared towards cultivating synergy across the different units in the School.
  • Assists the Dean in determining the School’s operational goals and in ensuring the proper implementation of plans, policies, and programs of the School.
  • Regularly monitors the implementation and achievement of School’s strategic and operational goals, and metrics.
  • Conducts strategic assessment and evaluation of processes, programs and initiatives, ensuring continuous improvement, maintenance, and adjustment in program delivery.
  • Keeps abreast of related trends and strategies related to operations

Monitors and makes recommendations for changes in organization structure, policies, and processes.

V. Perform all other tasks assigned by the immediate supervisor and authorized representatives

Qualifications

  • Advanced university degree
  • Bachelor’s degree
  • At least 2 years of relevant work experience related to resource mobilization, partnership building, lead generation, and office manager role

Knowledge, Skills and Abilities

  • Networking and Relationship Management:  Ability to establish, develop and maintain productive relationships with both internal and external stakeholders; Excellent capacity for developing and maintaining a network of contacts withpotential donors and partners
  • Content and Branding: Ability to understand, implement, and align brand identity and content standards with materials
  • Communication Skills:  Excellent written and verbal communication skills; Ability to communicate tactfully and sensitively with all types of personalities and predispositions, utilizing different media directed at different audiences/stakeholders
  • Budget and Resource Management: Ability to project, maintain, and monitor School/Office-related budget
  • Technology Savvy: Ability to create and utilize digital media; Proficient in Microsoft Office Applications (e.g., Word, Excel, PowerPoint) and Google Workspace
  • Coordination Skills: Ability to proactively coordinate, mediate, and manage actions in relation to others
  • Organization and Prioritization of Work:  Ability to effectively plan and coordinate the delivery of required outcomes, according to importance and urgency; Keen to details
  • Interpersonal Skills: Ability to work and relate with teams; Ability to interact positively with people from various levels
  • Initiative: Strong initiative; Ability to work independently with minimal supervision
