CALL FOR APPLICATIONS: Monitoring and Evaluation Officer

Unit: Ateneo Policy Center – School of Government (APC-ASOG)

Duration: Three Months (initial contract; subject to renewal)

 

I. Brief Description 

The Ateneo School of Government is the public policy academic arm of the Ateneo de Manila University. Its long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes. Through its research and extension programs, and its work with public, private and civil society organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.

The Political Participation for Greater Electoral Integrity (PARTICIPATE) is a five-year program implemented by ASOG in partnership with the La Salle Institute of Governance (LSIG), National Citizens’ Movement for Free Elections (NAMFREL), and Caucus of Development NGO Networks (CODE-NGO). PARTICIPATE aims to increase and enhance non-partisan political participation by the citizenry and civil society organizations in government-administered national and local electoral processes as an essential element of true democratic governance. It advances political participation in elections through three interrelated objectives: 1) bolster citizen oversight of electoral processes, 2) increase the availability and accessibility of information to promote informed voting, and 3) support constituency-building for electoral reforms.


II. Scope of Work

The Monitoring and Evaluation (M and E) Officer is expected to contribute in developing the project workplan and lead in developing the performance measures and evaluating processes as well as in conducting the actual M & E, and in reporting and assessing performance measures of the Project.

Specifically, the M and E Officer, on a part-time basis is expected to:

  1. Ensure that the project framework is applied and attained.
  2. Prepare and continuously modify as needed the activity monitoring, evaluation, and learning plan (AMELP).
  3. Coordinate with implementing units and consortium partners in developing M and E tools, ensuring integration and complementation across project components and implementing teams.
  4. Monitor regularly the compliance of the various implementing teams to the project M and E.
  5. Feedback regularly to the project teams, partner consortium, and management on the status of the project M and E.
  6. Lead and manage all required periodic M and E activities ensuring that project activities are tracked and any issues arising from the M and E are relayed to concerned units for proper action.
  7. Recommend actions that will address project M and E issues and challenges.
  8. Prepare and submit required project M & E reports.
  9. Develop evaluation procedures and tools for various project activities as needed.
  10. Summarize results of activity evaluation and prepare a summary report to be included in the post-activity report.
  11. Provide data and evidence-based recommendations resulting from the M and E to the project management and Ateneo Policy Center.
  12. Attend project activities and meetings as needed.
  13. Perform other relevant tasks as determined by the management team.

 

III. Qualifications

The requirements for the M and E Officer are as follows: 

  1. Bachelor’s degree in statistics, demographics, economics, public administration, public policy, or other related fields; possession of units in graduate study or a graduate degree is an advantage; 
  2. At least two years of experience in designing, implementing, and operating M and E systems for projects;
  3. Knowledge of evaluation methodologies and experience and project management;
  4. Strong analytical skills and appreciation of development;
  5. Self-management, as evidenced by the ability to deliver outputs efficiently, independently and with minimum supervision;
  6. Good oral and written communication skills at least in Filipino and in English;
  7. Excellent interpersonal and organizational skills, with keen attention to details and the ability to work with a team; and
  8. Adept in using Microsoft Office as well as other web and computer applications.
  9. Experience with projects implemented by international donor agencies and similar organizations will be an advantage.
