Ateneo School of Government Conducts Public Policy Development and Analysis Training Course

The Ateneo School of Government (ASoG), through its Executive Education Program, held an in-person three-day training course on Public Policy Development and Analysis from April 23 to 25, 2025, at the Ateneo de Manila University.
Designed to build strategic, evidence-based policymaking skills, the course brought together participants from the Office of the President – Office of the Deputy Executive Secretary for Legal Affairs, Department of Finance – Bureau of Local Government Finance, Department of Trade and Industry, Department of Agriculture, National Commission for Culture and the Arts, the Armed Forces of the Philippines – Western Mindanao Command, the Provincial Government of Isabela, Aboitiz Power Corporation, and the University of the Philippines Asian Center.

The sessions were led by Mr. Manolito A. Novales, a core faculty member of ASoG and one of the key proponents behind Republic Act 8425, or the Social Reform and Poverty Alleviation Act, which created the National Anti-Poverty Commission (NAPC). As the Subject Matter Expert, Mr. Novales guided the participants through the policy development process and in writing a policy paper. He stressed the importance of collaborating with the private sector, particularly the industry associations or chambers, in putting pressure to legitimize and implement a policy once passed as a law.
In his opening remarks, ASOG’s Dean Arnold Philip P. Tuano, PhD., warmly welcomed the participants and highlighted that the course is designed to empower them as policy actors. Ms. Sharon Grace S. Yabut, Head of the Executive Education of ASOG, closed the course, expressing hope that participants will utilize the tools and techniques in policy development and analysis shared in the course.
