National Movement of Young Legislators holds Special Executive Legal Course at Ateneo Law

The Luzon Congress of the National Movement of Young Legislators successfully concluded its Special Executive Legal Course for Legislators at the  School of Law from 7 to 8 March 2024.

The two-day event aimed to equip young legislators with comprehensive legal knowledge essential for effective governance and policymaking. Attended by local legislators from various provinces across Luzon, the course featured a lineup of distinguished legal experts who shared insights and expertise on pertinent legal issues.

Day 1 Highlights: 7 March 2024

The first day of the course commenced with an Opening Session and Welcome Remarks by Atty Jose Maria G. Hofileña, the Dean of Ateneo de Manila University School of Law.

The day's sessions covered crucial topics including Human Rights Issues in the Digital Age, Administrative Law, Local Government Law, and Legislative Drafting and Advocacy.

Atty Ray Paolo Santiago led the session on Human Rights Issues with a special focus on the Right to Privacy and Freedom of Expression in the Digital Age. The discussion addressed emerging challenges in the digital landscape and the protection of individual liberties.

Following a lunch break, Atty. Alberto Agra delved into sessions on Administrative Law for Local Legislators and Local Government Law, providing participants with insights into the intricacies of governance at the local level.

The day concluded with a seminar on Legislative Drafting and Advocacy led by Atty. Eugenio Villareal, setting the stage for a deeper understanding of the legislative process and effective advocacy strategies.

Day 2 Highlights: 8 March 2024

Continuing the momentum, the second day featured sessions on Public-Private Partnership Law, Anti-Graft and Corrupt Practices, and Local Taxation Matters.

Atty Ronald Chua shared insights on local concerns regarding laws on Anti-graft and Corrupt Practices, emphasizing the importance of transparency and accountability in public service.

Atty Lily Gruba's session on Local Taxation Matters provided participants with a comprehensive understanding of the legal frameworks governing local taxation, essential for sound fiscal management at the local level.

The Closing Ceremonies and Graduation capped off the event, with Atty Benjamin C Abalos Jr., Secretary of the Department of the Interior and Local Government (DILG), delivering the keynote message. The event also featured messages from Atty Mary Marjorie P. Martin, National Vice President for Luzon & Tuguegarao City Councilor; and Councilor Marlon Paulo C Alejandrino, National President of the National Movement of Young Legislators.

In his message, Councilor Alejandrino expressed solidarity among young legislators and emphasized the importance of continuous learning and collaboration in advancing good governance.

The conferment of certificates by regional representation marked the successful culmination of the Special Executive Legal Course, underscoring the commitment of young legislators to uphold the rule of law and serve their constituencies with integrity and competence.
