ASoG presents Evidence Based Research Project at 5th Roundtable Discussion at the House of Representatives

The Ateneo School of Government (ASoG), through the Ateneo Policy Center (APC), presented its study, Outlook and Policy Options for Philippine Employment Towards 2040, a research collaboration with the Ateneo Center for Economic and Research Development,  in support of the 8-point Agenda under the HRep-ADMU Evidence-based Research Project, during the 5th Round Table Discussion held on 7 February 2024, at the House of Representatives, Batasan Hills, Quezon City.

The study, led by Congressional Research Fellows Dr. Philip Arnold P. Tuaño and Prof. Joselito T. Sescon, reviewed the context and trends of Philippine labor and employment, along with its challenges that must be addressed by current and future Philippine government administrations by crafting policies that target vital strategic industries for sustainable transformation and quality job creation to fulfill its ambitions for the Filipino people in 2040. The study also simulated the economic structure of the Philippines from 2024 to 2040 through a computable general equilibrium (CGE) model, assuming growth targets are achieved with modest capital and technological (TFP) changes, then linked with a microsimulation model at the bottom to simulate changes in the labor market. Along with the PDP 2023-2028, the study recommends conducting multi-sectoral employment planning summits from national to regional levels as mandated by the Trabaho Act or RA 11961 to formulate the national employment plan with short-term and long-term targets sector by sector.

During the panel discussion, Mr. Sergio Ortiz-Luis Jr., from the Employers Confederation of the Philippines, and Ms. Grace Baldoza, from the Department of Labor and Employment, gave their feedback on the study presented, highlighting the importance of addressing potential impacts of climate change and technological enhancements to prepare the Philippine workforce. The open forum, moderated by Hon. Jose Francisco Benitez, unfolded shared concerns from Hon. Stella Luz Quimbo, Hon. Christopher De Venecia, Hon. Jernie Jett Nisay, and the panelists the need to help strengthen the implementation of the laws enacted to help the Philippine economy and labor market.
