Ateneo Law hosts lecture by UN Special Rapporteur on human rights and freedom of expression

On 31 January 2024, Ms Irene Khan, the United Nations Special Rapporteur, delivered a captivating lecture on International Human Rights Law, with a particular focus on the Freedom of Expression and Opinion, at the Ateneo School of Law.

The event commenced with opening remarks by Dean Jose Maria Hofileña, setting the stage for an evening of profound discourse. Adding to the significance of the occasion, Undersecretary Paul Gutierrez, Executive Director of the Presidential Task Force on Media Security, shared his insights with the audience.

Organized by the Teehankee Center for the Rule of Law in collaboration with the Presidential Task Force on Media Security, the lecture provided a platform for deep exploration and understanding of fundamental human rights principles.

Reflecting on the lecture, the Teehankee Center for the Rule of Law offered an overview of Ms Khan's address. She initiated the session by delving into the history of the United Nations and the seminal Universal Declaration of Human Rights. Ms Khan underscored that human rights, above economic or security concerns, stand as the cornerstone of societal progress.

Drawing attention to the Philippines' pivotal role in the 1948 proceedings, Ms Khan emphasized the absolute nature of opinion while discussing the regulation of expression. She highlighted the indispensable role of freedom of expression in fostering sustainable development, particularly in developing nations.

During the engaging question-and-answer segment, topics of significant national relevance surfaced. Ms Khan provided her perspective on the release of Sen. Leila de Lima, recognizing it as a step toward judicial reform. Addressing the contentious issue of red-tagging, she clarified its absence from Philippine legal frameworks while cautioning against speech that incites violence or discrimination, as per international law.

Ms Irene Khan's lecture left a lasting impact on the audience, provoking thoughtful reflection on human rights, free speech, and the complexities of combating misinformation. Her insights illuminated the path toward a more inclusive and rights-respecting society.

The event concluded with a sense of renewed commitment to upholding the principles of human dignity and freedom, echoing the Ateneo School of Law's enduring dedication to justice and equality.
