Report to: Ateneo Policy Center Head
I. Brief Description
The Ateneo School Government (ASOG) is the public-sector arm of the Ateneo de Manila University. The School’s long-term mission is to teach and work with effective and ethical public servants. It aims to contribute in building prosperous, sustainable, just, and happy communities in the Philippines, empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private, and community organizations, ASOG continues to develop and foster innovative ideas and approaches in areas such as leadership, poverty eradication, climate change, social accountability, and politics.
II. Description of Expectations and Deliverables
The Project Administrative and Finance Officer will provide overall administrative and financial support to the following research projects of the Ateneo Policy Center: Inclusive Democracy Project, Business and Government Program and Tobacco Control and Governance Project.
Principal Accountabilities and Project Deliverables
Under the supervision of the Ateneo Policy Center Head, the Project Administrative and Finance Officer shall perform the following tasks on projects where he/she is assigned:
- Ensure proper cash management system;
- Prepare and process budget requirements, administrative requests/documents, and logistical support for program activities like workshops and meetings, including travel claim for the project team and international consultant;
- Account for workshop and meeting disbursements and liquidate expenditures;
- Maintain internal expenditure control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the accounting system, and travel claims and other entitlements are duly processed;
- Ensure proper control of the supporting documents for goods receipts and payments and financial reports for projects;
- Ensure proper filing and archiving system of all finance documents;
- Ensure the timely submission of financial reports of partners for consolidation and submission to external funders;
- Coordinate with all assigned project partners the proper management and disbursement of all grant funds according to approved project activities and established accounting rules;
- Attend all relevant meetings and forums aimed at ensuring proper coordination with partners; and
- Assist the Project Managers and the APC Head in all planning and reporting requirements related to admin and finance.
III. Description of Education, Competence, and Experience Required
Education
- Bachelor’s degree or equivalent, preferably in Accounting, Finance, Management, or Public Administration;
- Preferably a Certified Public Accountant;
- Graduate degree/units in any of the desired fields is an advantage;
Work Experience
- At least 3 years experience in handling duties related to financial management;
- Experience handling finance matters of foreign-assisted projects of NGOs and similar organizations is an advantage;
- Knowledge of financial rules and regulations of various donor agencies is desired;
- Experience in the use of electronic Finance/Accounting Systems is desired; and
- Ability to multitask and work with multiple teams.
