ASoG-ExecEd delivers online briefing on Philippine bureaucracy

On August 12, 2022, the Ateneo School of Government through its Executive Education Program conducted an online briefing session on the Philippine Bureaucracy for top members of the Aboitiz Power team. The objective of the briefing session was to provide answers, albeit partial, to an age-old question: “How is the government REALLY supposed to work?” The briefing provided the participants with the foundational knowledge of the basic mandate of the branches of the government, with a focus on the Executive branch and the Local Government Units vis-à-vis the 1987 Constitution. Participants were likewise briefed on the most recent laws relating to the bureaucracy. Atty. Michael Henry Yusingco, ASOG Senior Fellow, served as the Resource Speaker for the program. He emphasized the existence of centralization and decentralization tension which serves as a hindering factor in the seamless delivery of public services. During the open forum that followed Atty Yusingco’s inputs, one of the participants asked for guidance on how the private sector, which will eventually face tension, can navigate the bureaucracy. To this, Atty. Mike advised acknowledging the tension between the local and the national government so that stakeholders can play their cards right in dealing with government agencies.
