The Ateneo School of Government (ASOG) supports the rapid, sustained, and inclusive development of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). Together with partner academic institutions and development agencies, ASOG intends to help strengthen BARMM's public sector capacity through policy research and training, with focus on its youth and emerging leaders.
International and domestic empirical research and policy experience suggests that without concomitant public sector capacity, execution of even the best designed social, economic, and industrial policies are less likely to succeed. Furthermore, good governance is also key in ensuring that policy reforms and policy execution remain aligned with inclusive development targets.
For the past 10 years, BARMM’s average regional GDP per capita growth rate remains at 0.7%, the lowest among all regions. What would happen if BARMM achieves a 6-7% regional GDP per capita growth rate? The attached video infographic illustrates how BARMM could jump from lowest to at least 7th among Philippine regions within a generation in terms of regional GDP per capita. Poverty in BARMM could be wiped out within this period.
*3 Scenarios are illustrated: a) BARMM growing at 7%; b) BARMM growing at 4.7% (average of last 2 years); and c) BARMM growing at 0.7% (average of last 10 years) vis-a-vis all other Philippine regions maintaining their average growth of the last 10 years.
