CALL FOR PROPOSALS: Contract award for fee-based services: WEBSITE DEVELOPMENT FOR THE ASEP – CELLs PROJECT

The Ateneo de Manila University, through the Ateneo School of Government, intends to award a contract for fee-based services to design and develop a website for the Access to Sustainable Energy Programme – Clean Energy Living Laboratories (ASEP-CELLs). ASEP CELLs, which aims to development of centres of excellence on energy access, renewable energy, and energy efficiency, is implemented by the Ateneo School of Government with University of San Carlos (USC), Xavier University (XU), Manila Observatory (MO), and ICLEI-Local Governments for Sustainability Southeast Asia Secretariat (ICLEI SEAS) as co-implementors.
About the Ateneo de Manila University - School of Government

Objectives
The Website Developer will be on project assignment from 1 September 2019 to 30 October 2019. During this time, he/she will work in close coordination with the Project Manager and Advocacy & Communications Officer to develop and publish the Access to Sustainable Energy Programme-Clean Energy Living Laboratories website.
The website developer must develop and/or conduct the following:
- Build the website structure and contents to ensure ease of accessibility, quality of contents, user- and reader-friendliness, regularity of maintenance
- Application of information retrieval must adhere to the Ateneo School of Government’s website guidelines
- Improvement of the website structure by taking into account ASEP-CELL’s PMO requirements as stated in the project’s communications plan
- Design and file clear and secure catalogs and folders for data and page storage
- Gather informative materials for content to aggregate the web presence (text, documents, pictures, key speeches, among others) from the PMO
- Provide a domain for name registration and two email functions
- Ensure that the ASEP-CELLs website is responsive and reader- and user friendly on mobile sites and devices
- Provide a backup/restore website content procedure
- Conduct one training for PMO staff on website maintenance and content update
- Establish security protection for the website
- Create minimal graphics for implementation in the website
- Establish website hosting services, warranty and maintenance services from October to December 2019.
- Make recommendations for software, hardware, and other back-end applications related to web development
- Other website-related tasks as may be assigned by the Project Manager and Advocacy & Communications Officer
