I. Background
The Ateneo School of Government is the public sector arm of the Ateneo de Manila University whose long-term mission is to teach and work with effective and ethical public servants to build prosperous, sustainable, just, and happy communities in the Philippines empowered by democratic, participatory, transparent, and accountable governance institutions and processes.
As a graduate school for leadership and public service, ASOG's academic and executive education programs bridge the gap between the classroom wisdom and real-world policy decision-making and governance. Through its research and extension programs, and its work with public, private and community organizations, ASOG aims to develop and foster innovative ideas and approaches in order to change mindsets and systems in such areas as leadership, poverty eradication, climate change, social accountability, and politics.
The Executive Education Program was created to foster a cooperation between the private and public sector for national development goals. The program promotes leadership and governance through modules that orient public officials and politicians in the fundamental elements of leadership.
Executive Education Programs continue to uphold the Ateneo tradition in academic excellence in relation to providing Christ-like services for others. It also offers short and focused training programs that help provide methods and strategies to concretize ethical governance and sustainable development.
The program trains political leaders, civil servants and corporate managers to conceptualize, develop, and manage programs relevant and responsive to the social, economic and political needs of Filipinos. Significantly, the program offers a 'leadership sanctuary', where reform-oriented and value-driven public officials can meet, support and sustain one another.
II. Tasks and Functions
Under the supervision of the Dean, the Executive Education Program Head is expected to provide leadership and direction in the development and implementation of innovative capacity building activities (i.e. training programs, both public and customized), and ensure effective and efficient training program delivery.
The Executive Education Program Head is expected to:
- Oversee the preparation and implementation of training programs including the development of project proposals and training frameworks, pre-training activities, program proper, and post training activities;
- Produce technical inputs within his/her area of expertise for the completion of training program deliverables (e.g. course design/syllabus, assessment studies, research, etc.);
- Lead in contract negotiations and assist the Dean in liaising with partners, clients, and donors;
- Develop and implement the unit’s marketing plan and sustainability fund-raising strategy;
- Identify and achieve revenue targets in close consultation with the Dean;
- Supervise and manage all training staff and consultants with a direct reporting line;
- Handle the day-to-day management of the unit’s operations including the preparation of reports (technical and financial) required by the Dean and the School; and
- Perform such other functions as may be assigned by the Dean.
III. Qualifications
The Executive Education Program Head shall have the following qualifications:
- A graduate degree in Management, Economics, Public Administration, Public Management, Public Policy, and other social sciences;
- At least 5 years professional experience in policy development, project management, or capacity development;
- Must have occupied a middle to senior management level position;
- Had previous professional engagements with international organizations (either as consultant or manager) conducting work related to training and capacity development, negotiation and project implementation, knowledge management, and development planning;
- An extensive network and working relationship with public institutions and developmental organizations will be an advantage; and
- Excellent oral communications skills to effectively present information, respond to questions and negotiate, and strong writing skills to review and edit all types of unit documents.
