COP30 2025 at the Amazon: Climate Change Between Emergency and Obstruction

The seminar will analyze the main challenges that Brazil and the international community are confronted with in order to achieve positive results at the end of the COP30 2025 negotiations. My main argument is two-fold. First, in the absence of the USA as a leading climate negotiator from COP 30, other developed nations and rising economies, including China, Japan, and the European Union, must adopt firm commitments towards a just energy transition away from fossil fuels and environmentally sound land-use policies. Second, countries must seriously tackle the issue of climate obstruction in order to conceive and implement development models that are compatible with IPCC and climate science policy takeaways. Shedding light on President Luiz Inácio Lula da Silva’s return to power alongside Brazil’s recommitment to multilateral negotiations and global diplomacy, this seminar explores the prospects and implications of Brazil’s reengagement with the climate change agenda and international cooperation, with particular attention to recent developments leading up to COP 30 in Belém, Brazil in November, 2025. The seminar will outline what is at play at this year's crucial meeting.
