Dr. Jefferson Arapoc, Assistant Professor of Economics at the University of the Philippines Los Baños, co-founder and Managing Editor of Usapang Econ, and Casual Academic at the University of Newcastle, is a leading expert in behavioral and environmental economics, specializing in pro-social behavior, corruption, and nudge theory. Dr. Charina Lyn A. Repollo, Assistant Professor and Deputy Director for Research at UP’s Marine Science Institute, brings her expertise in coastal dynamics and climate change with a Ph.D. from the University of Hawai’i. Her work in oceanography focuses on understanding marine ecosystems and their response to climate. Dr. Asa Jose U. Sajise, Professor at UPLB’s Department of Economics, is an expert in environmental valuation and bio-economic modeling with degrees from UC Berkeley. Together, these experts are advancing sustainable governance through innovative metrics.

Their paper, Scorecards for Livable and Sustainable Communities, introduces "Blue and Green Economy Scorecards" to support the Philippines’ Local Government Units (LGUs) in assessing environmental performance across marine and terrestrial ecosystems. Using a "Ridge to Reef" framework, the scorecards integrate data across ecosystem services, providing LGUs with a tool for transparency and accountability in sustainability. Grounded in international indices and guided by literature reviews, expert consultations, and a structured weighting system, these scorecards serve as comprehensive metrics to drive LGUs’ data-driven decisions. This initiative reflects the Philippines' commitment to both local ecological health and global sustainability goals.
