Outlook and Policy Options for Philippine Employment towards 2040

This paper, Outlook and Policy Options for Philippine Employment towards 2040, examines the trends and challenges in the Philippine labor market, which is marked by a large and diverse workforce but faces significant employment issues. It highlights the importance of addressing the effects of global technological changes in production, urging future administrations to develop policies that target strategic industries for sustainable transformation and job creation to meet the nation's 2040 goals. Using a computable general equilibrium (CGE) model, the paper simulates the country's economic structure from 2024 to 2040, linking with a microsimulation model to project labor market outcomes. The results show a potential increase in employment shares and value-added across sectors, with a rise in demand for both skilled and unskilled labor. The paper recommends multi-sectoral employment planning summits at the national and regional levels, in line with the Trabaho Act (RA 11961), to set short- and long-term sectoral targets.

The key speakers for this discussion are Joselito T. Sescon, MDE, MA and Dr. Philip Arnold P. Tuaño. Mr. Sescon holds a Master in Development Economics from the University of the Philippines and is an Assistant Professor at the Ateneo de Manila University, where he also co-heads the Community Welfare, Wellness, & Well-being (CW3) Laboratory. He is actively involved in various research and development projects. Dr. Tuaño, currently Dean of the Ateneo School of Government, has an extensive background in economics and development work, having earned his MA in Economics from the University of Sussex and his PhD from the University of the Philippines Diliman. He has held leadership roles in both academic and government institutions, including the National Anti-Poverty Commission and the Peace and Equity Foundation, and is involved in networks like the Human Development Network and the Sustainable Development Solutions Network, Philippine Chapter.
