In this lecture, Dr. Satoru Nishikawa, Professor at Tohoku University and JICA Senior Adviser on Disaster Reduction Strategy, offers an in-depth look at Japan's comprehensive approach to disaster management. The lecture will start by looking at some of the worst disasters in Japan's history and how these shaped key lessons learned in areas like infrastructure planning, construction, and regional development, including the "Build Back Better" approach. It will also show how these lessons have shaped national policies. The talk will emphasize the value of investing before disasters happen, with clear examples from Japan and JICA's projects in the Philippines, demonstrating how these proactive steps can greatly improve disaster resilience.
The lecture will be followed by a discussion aimed at contextualizing these valuable lessons within the Philippine setting, offering insights into how they can be adapted and applied locally. Associate Secretary Bernardo Rafaelisto R. Alejandro IV, Deputy Administrator for Administration and Education from the Office of Civil Defense and Dr. Emma E. Porio, Professor at Ateneo de Manila University and Science Research Fellow at the Manila Observatory will take part in this discussion.
