Spikes in Power Prices: Unravelling Grid Congestion and Disruption
Dr. Majah-Leah V. Ravago and Dr. Michael Ralph M. Abrigo are two distinguished economists contributing to understanding how congestion and disruptions in electricity transmission affect prices. Dr. Ravago, the 10th President of the Development Academy of the Philippines, has extensive experience in economic policy and research, having led multimillion-dollar projects funded by USAID and the Philippine House of Representatives. An award-winning academic, she has been a consultant to organizations such as the World Bank and the Asian Development Bank. Dr. Abrigo, a senior research fellow at the Philippine Institute for Development Studies (PIDS), was recognized as the 2022 Outstanding Young Scientist in Economics by the National Academy of Science and Technology (NAST) and is known for his work on the National Transfer Accounts (NTA) Project. He is ranked among the top economists globally and is celebrated for his co-development of statistical programs for panel vector autoregressive models. In their research, they explore how congestion impacts wholesale spot market prices and how disruptions affect residential electricity prices, using time-series data from the independent electricity market operator and distribution unit data submitted to the industry regulator in the Philippines. They apply impulse response analysis and a synthetic difference-in-differences methodology to investigate these issues, finding that congestion significantly affects market nodal prices and that the impact of disruptions varies by region, influenced by the area's resources and endowment. Dr. Ravago and Dr. Abrigo's work highlights the dynamic interplay between electricity market structures and regional economic factors, contributing to a deeper understanding of market behavior and policy implications.
