Gonzalo Varela, the Lead Economist and Program Leader for economic management at the World Bank in the Philippines, specializes in trade and open macroeconomics, bringing over fifteen years of experience in policy advisory and research. His professional focus involves collaborating with governments, development institutions, academia, and the private sector to address key global development challenges by combining global and local knowledge with adequate financing instruments. Working across various countries and regions, Varela's expertise extends to economic performance, trade policies, investment, and impact evaluations of public policies, as reflected in his publications in reports, books, and peer-reviewed journals. The study he conducted delves into the impact of an export promotion policy with ad-valorem subsidies on Pakistani textile exports, revealing a modest positive effect on overall textile exports alongside significant shifts in product allocations. Traditional products, particularly garments eligible for higher rebate rates, experienced increased exports at the expense of non-eligible or lower-rate products, with both existing and new exporters altering their product choices. Despite evidence of strategic misreporting at the border, it did not fully account for the observed effects.
