Louis Preonas, an energy and environmental economist, explores the persistent issue of electricity blackouts in India, revealing supply-side misallocation as a key factor behind these costly disruptions. By addressing discretionary power plant outages driven by weak incentives rather than technical problems, his research suggests a path to eliminate blackouts for 23 million Indian households, offering valuable insights for developing countries facing similar challenges.
