Development of a Scorecard to Assess Public Green Space Management: The Case of Bernardo Park, Quezon City

The Master in Environmental Management Program of the Department of Environmental Science invites all the members of the Loyola Schools community to the Capstone Project Defense of Mr. Daniel C. Ratilla (MEM candidate) on April 22, 2022 at 10:00 in the morning (online).

Mr. Ratilla's capstone project entitled, “Development of a Scorecard to Assess Public Green Space Management:  The Case of Bernardo Park, Quezon City" will be presented to Ms. Kristine Mae C. Gotera and Ms. Maria Katrina C. Constantino. His adviser is Ms. Abigail Marie T. Favis.

 

Abstract

Public green spaces are a critical urban ecological resource which provide users a spate of ecosystem services and benefits. Their continued management, or place-keeping, is an important exercise in ensuring that these services and benefits are effectively maintained, enhanced, and delivered to users. In the Philippines, particularly in the National Capital Region, there is a lack of an Open Space Plan or management framework for these spaces. Cognizant of this gap, a management tool in the form of a scorecard was created through a basic methodology of contextualization, documentary analysis, stakeholder consultation, and analysis to assess public green spaces as an aid to streamline management. Legal documents were used as a reference for criteria, which were refined through stakeholder consultation. The scorecard allowed for assessors to have a holistic view of the state of the green space and communicated standards of place-keeping, and was used to evaluate Bernardo Park, Quezon City, the chosen pilot site for the study. Through the use of the PESTEL and SWOT analyses, and SSC retrospective, the process was also used to form an analysis of park conditions, and to form recommendations for management actions moving forward.
