HE Memo#Y2.70
26 Oct 2024
TO:
The Higher Education Community
FROM:
[Sgd] Maria Luz C Vilches, PhD
Vice President for Higher Education
SUBJECT:
The Rizal Library Board
In Higher Education, we have one Rizal Library with three locations: Katipunan (where the former Loyola Schools and the ASOG are located), Rockwell (the seat of the ALS and the AGSB), and Ortigas (home to ASMPH). The Rizal Library is headed by one University Librarian that oversees all these locations. And the University Librarian works with the Rizal Library Board to advance the goals and operations of the Rizal Library.
In light of this restructuring of the Rizal Library, we have reconstituted the Rizal Library Board with redefined functions.
The Rizal Library Board
The Rizal Library Board serves as an advisory, quality assurance, and co-deliberative council of the university librarian. Responsible to the Vice President for Higher Education, it also functions as the official link between the Rizal Library and the Schools comprising the Higher Education cluster. It meets quarterly to help advance its role for the Rizal Library.
Functions
- Oversees the setting of the vision, mission, goals, and directions of the Rizal Library through, e.g., a strategic planning workshop.
- Deliberates on guidelines, policies, and issues pertaining to collections, services, and quality assurance or development of the various sections of the Rizal library.
- Reviews major Rizal Library initiatives vis-a-vis university values, policies, strategic priorities, and financial resources.
- Assesses the Library’s capabilities and operational effectiveness (including receiving quarterly reports from the University Librarian; being presented with the proposed library budget(s) for consultation purposes; visiting sections of the library; setting up evaluative criteria on collection of resources, and the delivery and development of services; and providing the VPHE with an evaluation report).
- Advises the university librarian on the educational or public programming of the Rizal Library.
- Liaises between Schools and the Rizal Library on collections.
