Memo # U2223-013
30 July 2022

Memo to                  :

The University Community

Subject                     :

Update No. 2: Guidelines for Health Protocols & Campus Access

In consideration of the resumption of face-to-face classes in our Basic and Higher Education units, we are issuing the following revised health protocols and guidelines for campus access effective 1 August 2022.

These policies are consistent with local and international safety standards and the directives from all relevant government agencies under the prevailing Alert Level 1.

General Qualifications for Campus Access

These guidelines will cover all locators inside the various Ateneo de Manila University campuses (Loyola, Rockwell, Ortigas, and Salcedo) including Jesuit residences, affiliated units, and tenants.

  1. Pursuant to IATF Resolution No. 169, the COVID-19 RT PCR testing requirement for unvaccinated individuals (as specified in memo #U2021-047 from the Office of the President) is henceforth waived under Alert Level 1.
  2. The Daily Health Declaration will no longer be required for campus access.  In lieu of this form, all students and employees of the university are required to submit a one-time Declaration and Undertaking. For employees, collection of this form will be undertaken by our HR office, through the various office heads. For students, collection of this form will be undertaken by the student affairs offices of each unit.  (For students of our Basic Education units, this form is to be filled up by their parents or guardians on their behalf.)
  3. Our current Blue Pass system will continue to be in force for employees, Higher Education students, employees of auxiliary units, and regular campus visitors across all of our campuses until 31 August 2022.  University IDs will be required effective 1 September 2022.
  4. Students in our Basic Education units will use their student IDs effective 1 August 2022.

Campus Access Procedures, Pedestrians

Pedestrians wishing to enter the campus must present any of the following at campus access points:

  1. For employees and students of the Loyola Schools/Professional Schools, employees of auxiliary units and regular visitors to the campus: valid Blue Pass (up to 31 August 2022) or valid ID, issued by Ateneo or by auxiliary units
  2. For students of the Basic Education units (GS, JHS, SHS): valid student ID
  3. For infrequent visitors to the campus: must present properly approved Campus Access Request in order to be issued a visitor pass

Campus Access Procedures: Vehicles

All vehicles with valid gate pass stickers will be allowed to enter the campus.

  1. Special lanes will be set aside for vehicles without valid gate pass stickers. All passengers of these vehicles will undergo screening from campus security and at least one occupant must present any of the following:  valid Blue Pass (up to 31 August 2022), valid Ateneo ID, valid ID issued by auxiliary unit, or properly approved Campus Access Request.  In addition, the driver of the vehicle must surrender a valid ID and get a visitor’s pass.
  2. Walk-ins (e.g. Grab/delivery drivers and couriers) must show their vaccination cards, surrender a valid ID and get a visitor’s pass before they can enter the campus.

Complex Access (i.e. GS Complex, JHS Complex, SHS Complex, LS Complex)/Building Access (1 August 2022, onwards)

  1. All individuals seeking access to any of our complexes and/or buildings must be able to present a valid Blue Pass (up to 31 August 2022), valid Ateneo or auxiliary unit ID, or valid visitor’s pass.

Campus Access Requests for Infrequent Visitors

Infrequent visitors to the campus must request prior approval for their visit from the office they are visiting. Campus Access Request Forms must be properly filled up and submitted at least two days before the scheduled visit.

Minimum Public Health Standards to be Enforced Onsite

We would like to remind everyone to continue observing proper health and safety protocols to ensure the well-being of the community. Among them:

  • Wear face masks at all times
  • Maintain a 1-meter radius between individuals at all times
  • Wash hands as frequently as possible

Effects of Future Advisories

These guidelines are subject to change at any time, based on future advisories from relevant government agencies (e.g. IATF, DOLE, DOH, LGUs, CHED, and/or DepEd).

I ask for everyone’s cooperation and strict compliance with the above.
