Policy on Consumption of Alcohol on University Premises

The University upholds responsible and appropriate alcohol consumption on its premises. This policy aims to ensure compliance with legal regulations and promote a safe and respectful environment for all members of the community.

Objectives

The policy seeks to:

Encourage social responsibility and appropriate behavior in alcohol consumption, and ensure that alcohol consumption on University premises considers the following:

  1. Compliance with Philippine laws on the sale and consumption of alcohol.
  2. Respect for the rights of others, ensuring that alcohol consumption is not promoted or fostered as an end in itself.
  3. Availability of appropriate and suitable facilities when alcohol is provided.

Scope

This policy applies to all employees, students, and users of any venue for an official/authorized function in the University.

Policy Guidelines on Alcohol Consumption in University Premises

  1. The sale of alcohol in any facility owned or managed by the University is prohibited.
  2. Except for instances noted below, no alcohol may be served, displayed, or consumed in any University open space or building.
  3. Alcohol may be served only at invitation-only functions. The host or administrative unit organizing the event must fully comply with the University's guidelines on alcohol.
  4. No alcohol may be served at any campus location on a weekday until after 5:00 p.m, except for University holidays. Only the Vice President for Administration or his designate may authorize exceptions to this rule.
  5. Serving alcohol to individuals under 18 years of age is strictly prohibited under Philippine law. University administrative units planning events where attendees may include individuals under 18 are strongly discouraged from serving alcohol at these events. If alcohol will be served at such an event, the organizing unit must submit, as part of the approval process, a detailed plan outlining how they will verify the ages of attendees and ensure that alcohol is not served to minors.
  6. The following guidelines must be strictly followed by organizers of functions where alcohol will be served:
    • Access to the event must be limited to invitees and controlled throughout the event. The event may not be open to the public. For outdoor events, special steps must be taken to delineate and enclose the area, so that access to the event can be properly controlled and monitored.
    • A sufficient amount of non-alcoholic beverages must also be available.
    • A sufficient amount of food (hors d’oeuvres, finger foods, or meals) must also be served/made available.
    • The official responsible for the function must designate a specific person solely responsible for dispensing alcohol. This person has the authority to refuse service to anyone they deem incapable of conducting themselves in an orderly and proper manner.
    • No self-service of alcohol is permitted.
    • Designated ushers, doorkeepers, and marshals must control entry and exit to prevent unauthorized introduction of alcohol into the venue, and maintain order.
    • No refreshments (alcoholic and non-alcoholic) other than those provided directly by the organizers may be brought into the venue.
    • No person shall possess or hold an open container of alcoholic beverages in common areas of the University, such as grounds, hallways, auditoriums, classrooms, offices, cafeterias, lounges, etc., unless the area has been expressly designated for an approved function in accordance with Ateneo guidelines and procedures.
    • Functions serving alcohol without a full meal may not exceed two hours in duration.
  7. Organizers are responsible for ensuring compliance with these guidelines.
  8. Prior approval from the Vice President for Administration is required to serve alcohol. Functions organized by school unit groups must have their request endorsed by the School Unit Head at least 3 workings days before the event.
  9. Organizers must arrange for venue cleaning and proper waste disposal after the event.
  10. These guidelines apply to all Ateneo events, including those sponsored by student organizations. Student-organized events must also comply with their school unit heads' or deans' requirements.

Failure to comply with this policy may result in disciplinary action:

  • Employees who disregard the policy may be subject to disciplinary action in accordance with University procedure
  • Students who disregard this policy will be disciplined according to school policy.
  • Visitors who disregard this policy will be fined. Repeated violations may result in either limited or permanent bans from campus.

Nothing in this policy limits the University’s right to take disciplinary or legal action against individuals or organizations violating these guidelines, institutional policies, or government ordinances.
